The Emergency Management Specialist assists the Medical Center Emergency Manager in performing well-defined tasks in various aspects of the management and maintenance of Medical Center's Comprehensive Emergency Management Program (CEMP). Duties and responsibilities include assisting with the formulation, preparation, coordination and maintenance of a variety of mission essential emergency management policies and procedures. Assists in the development and implementation of mitigation (50%) preparedness, response and recovery strategies in support of the facility's CEMP. Mitigation strategies include any activities that prevent an emergency, reduce the chance of an emergency happening, or reduce the damaging effects of unavoidable emergencies. Preparedness strategies include plans or preparations made before the actual event. Response activities are those that take place during the actual emergency to save lives and to prevent further property damage. Recovery strategies are those actions taken to return to normal operations. All these will require extensive research of applicable rules and regulations from regulatory and accreditation agencies. Assists with the development, execution, and coordination of all contingency plans. Contingency plans are those processes and procedures that the facility will put in place to prepare and respond to emergencies or unplanned events. Assists the Emergency Manager in all tasks associated with the facility's Comprehensive Emergency Management Program (CEMP). Must be accessible at all house during developing emergencies, assist in keeping all necessary parties informed of important events, and during actual emergencies, assist in coordination of emergency response activities performed by the facility. Provides assistance in the development and implementation of a comprehensive education, training, and exercise program. This includes the development of a comprehensive training/drill/exercise schedule that meets the requirements from all local VISN, state, federal and other applicable regulatory and accreditation entities including but not limited to:
The Joint Commission (TJC), Commission on Accreditation of Rehabilitation Facilities (CARF), College for American Pathologists (CAP), Occupational Safety and Health Administration (OSHA), and National Fire Protection Agency (NFPA), among others. Serves as a secondary point-of-contact for all aspects of emergency (25%) operations activities. He/She may be asked to assist with responses to requests, directives, reports and/or inspections conducted by accreditation and/or regulatory agencies. He/She may represent the Medical Center at conferences, planning meetings, educational/training activities in matters concerning emergency management at the local and/or national level. These responsibilities will require that the incumbent develops and maintains a working knowledge of emergency policies, procedures and practices. Assists with advising Medical Center leadership and key Medical Center staff on program and policy issues, which may affect the Medical Center's operational capabilities as they relate to emergency management. Assists the facility Emergency Manager in coordinating all related (15%) activities of the facilities Emergency Management Committee (EMC). These activities include the establishment of goals, objectives and operating plans, and the coordination of appropriate follow-up actions to address actionable items and opportunities for improvement identified. In the absence of the facility Emergency Manager the incumbent serves as an alternate member of the VISN EMC. Accomplishes effective working relationships and program interface with local, state, federal, and national agencies to ensure a comprehensive emergency management planning and response program. The Emergency Management Specialist assists the facility Manager in evaluating (10%) and reviewing the facility's CEMP requirements for the development, implementation, and monitoring of an annual operating budget. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is:
making decisions/recommendations that affect content, interpretations, and development of complex interrelated agency policies and program activities; monitor implementation and accomplishment of short and long term program actions; planning and organizing the work whether it be creating and/or providing training, training exercise development/participation; coordination with key players, staff, and/or stakeholders; working with local state, federal, national agencies to ensure a comprehensive emergency management planning. . OR, Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the position.
