The Records and Information Management Specialist formulate policy, perform strategic analysis, and planning, conduct program outreach, coordinate training, develop metrics, and ensure that federally mandated information governance and accountability measures are in place. Ensure compliance with Federal laws, regulations, and guidance and advise staff on any issues in the area of records management. Oversee, promote and manage the records information life cycle including collecting, maintaining and dispositioning records. Develops methods, materials and guidance related to the management of Health Care System records based on VHA RCS 10-1, GRS, 36 CFR, Title 18, 31, 38, 40, 44 U.S.C, 41 CFR, the Privacy Act, the FOIA and implementing regulations, Executive Orders, OMB Memos, HIPAA and other NARA policies and requirements and stay up to date with current changes in policy and regulations. Responsible for the full development, implementation and execution of the records management program for the Health Care System and supporting catchment area. Provide training and advisory services to Health Care System staff related to records management by serving as subject matter expert and technical advisor for RIM principles, electronic records, information management and information governance oversight. Plan and implement training to ensure a smooth transition when records practices are required to change. Conduct regular internal management reviews by evaluating and auditing records maintained by service lines to assist in maintaining appropriate records management procedures. Conduct focused monitors and audits of records created and maintained by service lines. Other duties as assigned. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS- 9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge to manage the Records and Information Management for the entire Health Care System and VHA System of Records. Knowledge and understanding of NARA (National Archives and Records Administration) and VHA records management procedures and guidance. Knowledge of electronic records monitoring, tracking, and retrieval systems for records stored at the health care facility, NARA Federal Records Centers, Record Center & Vault, or commercial storage facilities. OR Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degreeor 2 full years of progressively higher level graduate education leading to such a degreeor LL.B. or J.D., if related . OR, Combination:
Applicants may also combine education and experience to qualify at this level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. Physical Requirements:
The work is primarily sedentary. There will be episodes of moderate lifting or prolonged periods of standing and bending in searching various files. There is lifting and carrying of such items as record boxes and bulky files. The work involves considerable walking, standing and bending conducting rounds, auditing, and providing training to both on-site and off-site personnel. There is also occasional lifting and carrying of such items as records boxes and bulky files, weighing up to 30 lbs. and boxing records in preparation for records retirement and shipment.
