The Chaplain will have a comprehensive working knowledge of the Chaplain Service, including its mission, duties, priorities and goals, as it relates to leadership and Chaplaincy Program functions for the VAMC. Assess for and provide the religious, spiritual and/or pastoral care for Veterans and their family members within a pluralistic patient population in accordance with VHA policy assuring that the patient's right to free exercise of religion is upheld; and that patients are protected from proselytizing by staff, other patients, and visitors, regardless of faith group. Provide quality, effective and timely spiritual/pastoral care to Veteran patients and their families by adhering to Customer Service ideals and concepts in the support of the VA mission. Patients served include:
inpatient/outpatient, newly admitted, pre- and post-operative patients, the critically ill, the terminally ill, traumatic brain injured, homeless, nursing home, community living center patients, extended care, substance abuse, spinal cord injured, ambulatory care, psychiatric, and the families/significant others concerned. Respond in a timely manner to emergencies or crises when spiritual/pastoral care is appropriate. Determine the need for and provide regular and special worship services, at times and locations such that all patients will have access. Perform ordinances, sacraments and/or rituals to meet the unique needs of patients of his/her religious faith group. When patients have needs that the chaplain cannot meet, he/she will locate other staff chaplains or clergy persons from the community to meet them. Assist healthcare providers and treatment teams in recognizing and addressing the spiritual/pastoral care needs of veteran patients as needed. When scheduled for on-call duty outside of the regularly scheduled workweek, immediately respond to calls from medical center staff to provide spiritual/pastoral care as needed. The Chaplain will determine whether the specific situation requires a chaplain to return to the medical center; and if so, whether an individual of a specific faith group/denomination is needed. The Chaplain will return to the medical center and will secure staff or community clergy, as appropriate, to meet the need. Cooperate with and participate in community organizations and activities in order to assist in integrating the functions of the medical center. Communicate effectively with persons of diverse races, cultures, religions, nationalities, ages, and persons having varying types and degrees of disability, in order to understand and address their specific needs. Perform spiritual assessments, with the patient's consent, to identify the patient's desire for spiritual/pastoral care and then determine how best to care for the religious needs, moral/spiritual injuries and other patient concerns. Provide spiritual/pastoral care in outpatient/inpatient Mental Health program which may include caring for Veterans with PTSD, homelessness, substance abuse, moral/spiritual injury, domestic violence and other mental health needs. The Chaplain will assess for the spiritual/ pastoral care needs of Veteran patients and then use appropriate therapeutic models such as individual and/or group counseling to improve the mental health of Veteran patients. The Chaplain will be a key member of the Interdisciplinary Treatment Care Team as needed. Have knowledge of and support VA, VHA, and facility programs, including EEO/Affirmative Action and Drug Free Workplace programs that enhance the work environment for all employees and help achieve the Department's goal to be an employer of choice. Respond according to designed Chaplain Service emergency response plan, until otherwise directed by Emergency Disaster Leadership toward emergent needs elsewhere other than original response locations. Document patient assessments, patient encounters, treatment provided, and ministry in paper and/or electronic records systems as assigned. Ensure accurate health care records on all patients, protect patient health care information ensuring ethical professional standards, and promote continuity of care. Collaborate with Voluntary Service and other services to provide Chaplain assistance for various programs/events throughout the year in support of the VA mission. Work schedule:

A Master of Divinity from an accredited institution or the equivalent. Equivalent education is a bachelor's degree (of at least 120 semester hours) from an accredited institution plus at least 70 graduate semester hours which included all of the following:
at least 20 semester hours in pastoral ministry; 20 semester hours in any combination of theology, ethics, and philosophy of religion; 20 semester hours in the study of sacred writings, including the study of languages in which sacred writings are written; and 10 semester hours in religious history and/or world religions. Evidence of M.Div. or Letter of Equivalency for M.Div. from the National VA Chaplain Center must be uploaded in the application materials. In addition to the education requirement, applicants must have completed at least 2 units of Clinical Pastoral Education (CPE) as defined by the Association for Clinical Pastoral Education (ACPE) or the National Association of Catholic Chaplains (NACC). 800 hours of supervised ministry in a formal training program which incorporated both ministry formation and pastoral care skills development will be considered for equivalency to the required CPE. In addition to meeting the basic requirements, applicant must have a a minimum of two years of ministry experience following completion of the basic education described under Education above which has demonstrated both practical pastoral knowledge and skill, and the ability to minister in a pluralistic setting. Successful completion of a doctoral degree which is directly related to pastoral ministry, at an accredited college or university, may be substituted for 1 of the 2 years of required experience (unless the doctoral degree is being used to satisfy the minimum educational requirement). Time-In-Grade Requirement:
For GS-12. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. In addition to meeting the basic requirements, applicant must have a minimum of three years of ministry experience following completion of the basic education described under Education above which has demonstrated both practical pastoral knowledge and skill, and the ability to minister in a pluralistic setting for GS-12. 1 year of progressively responsible specialized professional experience equivalent in complexity and responsibility to the GS-11 level. This experience must have demonstrated the following:

(a) ability to serve as a consultant or expert to a multidisciplinary treatment team; (b) in-depth knowledge of related professional fields, particularly in the behavioral sciences; (c) understanding of, and ability to respond to, the particular concerns and issues pertaining to treatment of veterans; (d) knowledge of the structure, regulations, practices, and programs of healthcare delivery systems; (e) ability to interpret and apply a body of rules, regulations, policies, and procedures in professional practice; (f) ability to develop and maintain liaisons with a variety of outside organizations. 5. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
